Developed the design for the communication system of the Port Transshipment Complex ‘Aventin’ in Mykolaiv. The project included a ring fiber-optic backbone (1.5 km), a multiservice distribution system with seven telecommunications nodes, an internal digital PBX for up to 320 subscribers, a site-wide public address system, a video conferencing service (five terminals), a Wi-Fi data network (minimum five access points), marine and land mobile radio communication systems, communication facilities for border, customs, and port authorities, an electric clock system (50 units), a security video surveillance system (90 cameras), cable TV for the hotel, local on-site communication systems, and an access control system for main and backup checkpoints

Design of the Communication System for the Po

A project to deploy a content-filtering solution with a centralized database of inappropriate resources for schools and universities. The system processes log files centrally, ensuring streamlined updates, and currently contains over 1 million entries of banned resources distributed across 130 servers. Initially implemented in May 2010 with the support of one of Ukraine’s largest mobile operators, the solution can be adapted and exported for use in other countries or regions.

Building a Safer Internet for Educational Ins

A tool designed to identify personal qualities influencing learning outcomes and to determine optimal methods of delivering educational materials using telecommunications/ICT. The system targets three age groups: Basic level (ages 4–9) – preschool and primary school Middle level (ages 10–17) – secondary school pupils Advanced level (17+) – students, parents, and teachers Each level includes testing modules tailored to the age group, using formats ranging from traditional “question–answer” tests to visually rich interactive assessments. Content and presentation are adapted to the specific characteristics of each target audience.

Automated System for Diagnosing Human Suscept

Developed as part of the CIS Regional Initiative “Creating a Child Online Protection Centre for the CIS Region” adopted at WTDC-14 (Dubai, UAE). A team of experts compiled and tested a list of existing technical solutions, installing each on computers or mobile devices to verify all declared functions. Detailed test reports were created for every solution and stored in the database. The platform was developed based on recommendations for selecting the most suitable content filtering system for specific users or organizations.

System for Designing City Communication Networks Based on Automatic Telephone Exchanges – A comprehensive tool that guides designers through the entire development process, from planning communication lines to preparing final technical documentation, applicable to all types of automatic telephone exchanges.

A planning tool for selecting technologies and estimating the costs of connecting unserved localities to the broadband transport backbone and deploying broadband access networks within those areas. Results are presented as “Country Blueprints” summarizing analysis and calculations. The tool uses a dedicated localities database compiled from multiple open geodata sources, including OpenStreetMap, GeoNames, and ITU Broadband Maps, ensuring accurate and comprehensive geographic coverage for national broadband planning.

Developed a methodology and determined tariffs for telecommunication services provided by the ‘UKRGAZTECHZVYAZOK’ branch of PJSC ‘UKRTRANSGAZ’. The project included analysis of the existing network structure, tariff policy, and cost accounting system; development of service classification and delivery models; review of ITU recommendations and national legislation; cost determination for each service; and creation of a step-by-step methodology with automation tools for tariff calculation. The results provided a transparent tariff formation system ensuring cost coverage and a justified profit margin, forming the basis for official tariff approval.

Developed a comprehensive business plan for launching a nationwide broadband access operator in Ukraine using the 26 GHz frequency band. The plan outlined a market entry strategy targeting low-competition areas and delivering a full range of modern infocommunication services with guaranteed quality of service. It included the technical and economic justification for deploying a proprietary broadband access system — the ‘Radio Relay Ethernet Bridge’ — providing high-speed, reliable connectivity between subscriber access centers and network traffic concentration points, while optimizing capital and operational costs.

Prepared the technical design and cost estimation documentation for the modernization of the Public Switched Telephone Network (PSTN) of PJSC ‘Ukrtelecom’ under Project B6. The scope included network analysis at local, zonal, interzonal, and national transit levels; traffic forecasting; development of modernization options with maximum reuse of existing switching resources; integration of a national-level packet switch and regional multimedia gateways; organization of special service nodes; and leveraging existing data transmission and synchronization systems. Deliverables covered technical-economic indicators, reuse options for decommissioned switching equipment, digital channel calculations, network topology and routing schemes (including SS7 with STPs), VoIP logical and physical designs, IP addressing plans, synchronization schemes, and network redundancy concepts. The project also included measures for technical information protection, compliance with safety and fire protection requirements, and environmental impact assessment.

It applies methodologies for calculating both internal school networks and connections to broadband access networks, helping identify optimal deployment options in terms of capital and operational expenses. The tool offers two calculation modes: Single School Mode – For school administrations to assess local network and broadband needs, estimate costs, and explore implementation scenarios without registration. Regional Planning Mode – For education or telecommunications authorities to plan connectivity for multiple schools in a region, create projects, and calculate costs considering geographical distribution.
